Formats in the catalogue: 9, and Billboards carries the most faces: 778. What may be built, and how, is set by annex 2 to executive committee decision No. 121:
- inside the historic core the billboard is not an allowed type of structure;
- in the central city and along the arterial streets a modern technological structure is capped at 12 m²;
- bottom edge of the face: from 4 metres for a billboard or prism board, from 0.5 metres for a light poster;
- facade brackets: at least 10 metres apart, bottom edge from 2.5 metres, projecting no more than 0.9 metres at the outermost point;
- a portable menu stand: no larger than 1200 × 650 mm.
The same annex sets the minimum spacing between free-standing structures on one side of the road: the larger the advertising face, the further apart they stand. In Gomel the density of large formats is limited by the committee, not by the market.
The answer is in executive committee decision No. 121 itself: it splits the city into three territory categories, and the top one covers:
- Lenina, Truda, Vosstaniya and Privokzalnaya squares;
- Lenina, Oktyabrya, Kosmonavtov, Rechitsky and Pobedy avenues;
- Sovetskaya, Internatsionalnaya, Yubileynaya, Kirova, Frunze, Efremova, Bogdana Khmelnitskogo, Mogilyovskaya, Barykina, Malaychuka, Vladimirova, Dobrushskaya, Krestyanskaya, Katunina, 60 let SSSR, Mazurova, Sviridova, Ilyicha, Khatayevicha, Kamenshchikova, Polesskaya, Rogachyovskaya and Ogorenko streets.
The first category is the rest of the street network carrying public transport routes; the second is everything else. A separate register in the same decision names the arterial streets: along those, everything the central city allows is joined by pylon signs, scrolling displays and street banners. Since 1 August 2026 the ban on advertising on the city's bridges and overpasses has been lifted, so those surfaces are available again.
No: clause 23 of annex 2 to executive committee decision No. 121 rules out the billboard as a type of structure inside the historic centre. What it does allow there:
- prism boards, internally lit structures, electronic displays;
- direction signs, shop signs, wall brackets, columns, flag structures;
- ground-level panels and advertising built into street furniture.
On listed monuments themselves, on their grounds and in their buffer zones the regime is tighter still: annex 3, agreed with the Ministry of Culture, also removes free-standing prism boards and portable poster stands. The act draws the boundary itself — Sozhskaya, Karla Marksa and Sadovaya streets, Vosstaniya and Privokzalnaya squares, Pobedy and Lenina avenues, plus the grounds of the palace and park ensemble up to Sozhskaya Street.
The permit comes from the Gomel City Executive Committee, and the Law on Advertising caps its review at 15 working days — 30 if a site-tie design or a connection to utilities is required, and 5 to extend or reissue one. The advertiser need not produce design documentation.
The committee does not run the procedure itself: applications, contracts signed on its behalf, the register of permits, dismantling and auctions were handed to the municipal enterprise Gomel City Information Centre by decision No. 121. A structure inside a road protection strip, or within the red lines of a street or square, also needs clearance from the traffic police, and in the strip from the road owner.
Yes — and one clearance in Gomel covers the whole region. Under clause 4 of article 13 of the Law on Advertising the executive committee of a city of regional subordination clears the content of an ad with the regional executive committee, after which the same ad may run anywhere in Gomel Region without being cleared again. No clearance is needed for:
- public service advertising;
- the structure types the Council of Ministers exempts from permits;
- advertising cleared by the Ministry of Health.
Language is set by clause 2 of article 10 of the same law: advertising runs in Belarusian and/or Russian, and a foreign language only alongside them, with the text identical in content and presentation. A campaign written entirely in Russian is lawful; one written entirely in English is not. Trademarks and domain names are the standing exception.
Digital surfaces: 8 of 852. Take a screen when the creative and the schedule have to change mid-campaign; a printed board carries one creative for the whole term.
Digital media in Gomel also have a regulatory side. The city fee drops for technical complexity — automatic composition changes, electronic displays, scrolling text, LED and projection screens. In return a technological structure is capped at 12 m² in the central city and along the arterial streets, and animated lighting is allowed only as a slow, smooth change of colour and intensity after dark: stepped modes and glaring beams are prohibited.
