Prices
There is no single national rate card: a billboard on an arterial road and a billboard on a regional bypass are priced differently. Rate-card prices sit in the city catalog, and a manager puts the final quote together in BYN.
Each city divides its territory into three categories by its own decision and names the squares and avenues of the top one. Whether an address is central is not an opinion: it is on that list or it is not, and the category moves the fee.
A city decision lists which structures the historic and central zones allow. In Gomel a plain billboard is not allowed in the historic centre: prismatrons, electronic displays, columns and signs remain. Downtown the format depends on the zone, not the budget.
A screen is sold as impressions in a loop; a printed board carries one creative for the whole term.
The fee the structure's owner pays the city carries coefficients by advertised category: goods made in Belarus halve it, while loan advertising gets no reductions at all and in Gomel is charged at double.
An international campaign cannot arrive finished: the text has to be in Belarusian or Russian, and any foreign text only alongside it, matched word for word. That is a budget line of its own — a rebuilt layout and, across many addresses, its own print run.
The longer the campaign and the more addresses in the request, the lower the price per space.

Minsk and the regional capitals are priced differently, and inside Minsk an avenue differs from a residential district. The rate-card price per month sits on the surface card where the owner has published it; the total is moved by term, the number of addresses and whether the campaign falls into high season. Give us the addresses and the dates and we will price it.

Yes, and not only the media owner. Under article 13 of the Law on Advertising an outdoor advertisement goes up only after it has been cleared with the executive committee where it will stand, so we ask for the artwork ahead of time rather than on the eve of the start. The usual sticking points are the product category — alcohol and tobacco are banned on the street entirely — and the language of the layout. Send the artwork with the request and we will say what needs changing.
You can. We work with a single address too, and will simply say up front what to expect from it: one board builds recognition on one route, not city-wide reach. If the task is to announce a new location, a single placement next to it is usually the right answer.
Digital surfaces: 414, out of 5,724 in the catalogue, and they gather in the larger cities. A screen suits a message that changes as the campaign runs: an offer, a date, a countdown. For a steady brand reminder a printed board is calmer and more predictable.

Rules
4 reasons a board can turn out to be unavailable or the artwork can fail approval.
An outdoor advertising structure runs on a permit from the Minsk city, city or district executive committee, which also renews and re-registers it. The permit is issued to the advertising distributor — whoever owns the structure — so all an advertiser supplies is the artwork and the dates.

Outdoor advertising may go up only after the advertisement itself is cleared with the executive committee where it will stand. A city or district clearance then covers the whole region: the same artwork goes up elsewhere in that region without a second approval. Treat it as a step in the schedule, not a formality on the start date.

Advertising in Belarus is carried in Belarusian and/or Russian. A foreign language is allowed only alongside them, and only where the two texts are identical in content and in technical layout — an international artwork gets rebuilt here rather than captioned.

Advertising for alcoholic drinks is banned on outdoor media outright, with none of the time-of-day carve-outs radio and television get. Tobacco and nicotine products may be advertised on little beyond the websites of their makers and importers, so they do not appear on the street at all.

A booked board is not a refusal. We take three steps in a row, and the first is an attempt to free up the exact address you asked for.
We offer whoever holds the address a site that is just as good. If they agree to move, the address opens up for your campaign. The choice is theirs, so we cannot promise it, but we always ask.
If they stay, we bring you an equivalent address nearby: the same format, comparable traffic, the neighbouring junction. We look inside the same region first, because a committee clearance of the artwork covers that whole region and a swap within it does not send you back for a second approval. It reaches your quote only after you approve it.
The board you wanted stays on our watch list. The moment it frees up we tell you, and you get the first offer.
