Prices
There is no single national rate card: a billboard on an arterial road and a billboard on a regional bypass are priced differently. Rate-card prices sit in the city catalog, and a manager puts the final quote together in RSD.
Belgrade's tariff names the types one by one: a 2.59 m² city light, a 12 m² board, an 8 m² advertising column, an 8×3 m panel. A format is not chosen by eye — a type is taken from the urban-equipment catalogue, and the price follows the type.
Belgrade sets the charge for a place by the type of structure and by the zone: an extra zone, then zones two to four, then zones five to eight and the special-purpose zone. That grid is already in the price of the surface before an advertiser ever sees it.
For alcohol under 20% and games of chance every address within a hundred metres of a nursery, a school or a health facility drops out of the shortlist, and in a dense centre that is a large share. What is left is scarcer, and that pushes the price up.
More than half of the new places in Belgrade's plan lie in protected areas, where conditions and the monument-protection institute's consent are obtained location by location. Large formats are scarce in the old centre, and the narrow choice pushes their price up.
A screen is sold as impressions in a loop; a printed board carries one creative for the whole term.
The longer the campaign and the more addresses in the request, the lower the price per space.

Belgrade costs the most, Novi Sad and Niš sit lower, and inside a city the price follows the zone: Belgrade sets the charge for a place by the type of structure and by the zone, and there are eight zones plus an extra zone. The month's rate-card price is shown on the surface card where the owner has published it; invoicing is in RSD. Send the address list and the dates and we will price the whole thing.
Boards and screens stand in 4 cities, and with the other formats the catalogue holds 4. The main choice falls to these cities: Belgrade, Surcin, Niš. The country is compact, so a campaign in four or five cities reaches almost the whole urban population without extra print logistics.
There are 8 formats, and Cityboards is in most requests. Large structures stand at city entrances and along main roads, city lights in the pedestrian areas of Belgrade and Novi Sad. Historic quarters carry almost no large boards, and the few that stand there cost more.
The placement rules here are written by the municipality rather than the state: each municipality decides which sites are given over to advertising and on what terms, and a board goes up only on a place written into its plan. On top of that the law adds a radius for certain categories: drinks up to twenty percent and gambling may not be advertised within a hundred metres of a nursery, a school or a medical facility. So addresses are picked from the catalogue and against the category, not off a map.
We check with the owners whether the chosen addresses are free on your dates and send a quote with the volume discount applied. Taken addresses are swapped for neighbouring ones, but only with your consent. Then come the contract, the artwork and the print; the campaign starts once you have approved both the terms and the file.
Digital surfaces: 39; surfaces in all: 241. Nearly all the screens are in Belgrade. A screen is worth it when the message lives for a week: a sale, an event, a date. For steady contact with the same audience over a month, a printed board is the better buy.

Rules
4 reasons a board can turn out to be unavailable or the artwork can fail approval.
The law hands the conditions and the manner of outdoor advertising to the local self-government unit: the municipality decides which sites are open to advertising, on what terms and at what charge for the place. The same format therefore clears under different rules in Belgrade and in Niš, and a rate card is assembled city by city, not nationally.

A board goes onto a public surface only with the prior approval of the municipal authority, and that authority adopts a plan of places and, on the strength of it, runs a tender for the user of each place. There are no free addresses outside the plan: the list is finite and published in advance, and every place already has a tender winner.

Drinks up to 20% ABV and games of chance may be advertised outdoors, but no closer than a hundred metres in a straight line from a nursery, school, healthcare facility or institution for minors. Tobacco is not advertised outdoors at all. For those categories we filter the shortlist by that radius before you see it.

Belgrade's third-phase plan of places was adopted on 30 June 2026 for eleven years and added 130 addresses. For 76 of them, lying in areas protected by the city institute for the protection of monuments, separate conditions and the institute's consent are obtained location by location. Large formats in the old core are few.

An address on a public surface is not taken for good but until a term runs out: the permit and the contract of the place's user were issued for a fixed period, and the end date is known in advance. So a taken address gets an answer with a date in it, not a refusal.
We write to the owner of the structure and get the date the place is held until. The permit runs for a term, and contracts signed under earlier plans stay valid exactly to the end of their period, so there is nothing to guess.
Free places are tendered in a package, and a package has a single user. The neighbouring address is therefore usually with the same operator, so a swap is confirmed in one letter rather than a fresh round of talks.
You choose whether to wait for the place to free up or to take the neighbouring address. We hold the chosen option with the owner until you answer and put it in the quote only once you have agreed.
Only addresses the owner has confirmed for your dates go into the quote.
