Frequently asked questions about advertising in Belgrade
Advertising faces in the catalogue: 232. Addresses under them: 223. Owners: 5. Every face comes with an exact address, plus a photo and a rate-card price where the owner has published them. We check the availability of the addresses you pick with the structure owners.
Formats in the catalogue: 8. The format with the most faces is Cityboards, and it holds 112 of them. The city sizes sit in the tariff table of the decision on advertising on the territory of the City of Belgrade (base redaction 86/16, no consolidated text):
- City light at 2.59 m² and 2.24 m², a medium of up to 2.2 m², a scrolling City light;
- a 12 m² medium — internally lit, scrolling or externally lit;
- a 12 m² electronic LED panel;
- the advertising column, a free-standing drum, at 8 m²;
- large surfaces of 4.5 by 3 m and 8 by 3 m.
Which type may stand at a given site is set by no separate act but by the plan of sites: under art. 16 the plan determines the kind and type of the advertising medium and the rules for putting it up.
Digital surfaces: 39 of 232. Take a screen when the creative and the schedule have to change mid-campaign, a printed board when one creative for the whole term matters more. We look at the artwork before it goes to print.
A lit surface is restricted separately by the city act: its light source may not disturb the users of the building it is fixed to or of the neighbouring one, and the authority may refuse a request where the medium is lit with light of uneven intensity, or where its shape, colours and symbols resemble a traffic sign or a traffic light. Sound advertising in open space is banned outright.
Heritage protection, and the rule is explicit: a medium on a building that is a cultural property, on one under preliminary protection, or inside a protected spatial cultural-historical entity may be installed only by way of exception and only with the consent of the competent monument protection institution. The city counts 18 such entities. The phase III plan of sites (Official Journal of the City of Belgrade no. 60/26, 3 July 2026) goes further: for every one of its locations falling in a protected area, the conditions and the consent are obtained separately. Beyond heritage, these are closed:
- Kalemegdan: on surfaces held by the public enterprise Beogradska tvrđava, advertising is done for the enterprise's own needs only;
- buildings used by state bodies, local self-government bodies and public services, and the surfaces belonging to them;
- balconies, terraces, loggias and glazed facade openings above the raised ground floor;
- pasting posters on facades, shop windows, fences and trees.
The city issues the permit, and only for a site already standing in the plan of sites. The mayor adopts that plan for eleven years at a time and may adopt it in phases, each running its own eleven years. Free sites go to tender in packages, one user per package: up to 98 points out of a hundred are the fee offered, at most 2 the bidder's years in the business.
The latest is phase III, Official Journal no. 60/26 of 3 July 2026; phases I and II, from 2019 and 2021, remain in force. Permits and contracts granted before a new phase takes effect run to the end of their term, so a campaign here is planned around inventory already standing.
No: the system is under construction and not in service. On 14 August 2026 the municipal enterprise Beogradski metro i voz announced that the tunnel boring machines were only then leaving China, so no tunnelling had begun. What is being built is phase 1 of line 1, Železnik to Karaburma, some 11 km of tunnel in two drives towards each other; the network development plan runs to a 2033 horizon and the enterprise publishes no opening date.
The rail system actually running is BG:voz, a suburban railway on four lines, all tied to the Beograd Centar station, known as Prokop. Line 4 reaches the National Stadium in Surčin, and Prokop itself is in the phase III plan of sites.
Serbia sets no language rule for an advertising message. The Advertising Act prescribes no language at all, and the act on the official use of languages and scripts binds state bodies, city and municipal bodies, and public enterprises. A private advertiser falls outside it: a creative on a board may be in one language, and the city decision on advertising says nothing about the artwork's language either.
Script works the same way: the duty to work in Cyrillic binds entities with majority public capital, not private business. The acts are printed in Cyrillic, the gazette and the city site carry a Latin/Cyrillic switch, and commercial sites mostly use Latin script.
