Dimensions are fixed: a billboard face is 3,000 × 6,000 or 3,000 × 12,000 mm and must have a frame, a ground light poster is 1,200 × 1,800 mm, and a bracket on a lighting pole is 800 × 1,200 mm and always double-sided.
The centre is the top territory category, and a billboard cannot stand there: it is absent from the list of types decision No. 4-23 permits in that category. There are three categories:
- top — the historic core itself, bounded by the left bank of the Dubrovenka, by Yatsyno, Dzerzhinskogo, Krylenko, Mironova, Pionerskaya and Lepeshinskogo streets and by the right banks of the Debrya and the Dnieper; stretches of Timiryazevskaya and Pervomayskaya were added in January 2023;
- first — a named list: Mira, Pushkinsky, Dimitrova and Shmidta avenues, Leninskaya, Koroleva, Kosmonavtov, Lazarenko, Chelyuskintsev, Gabrovskaya, Movchanskogo, Gagarina and Ostrovskogo streets, and Kosmonavtov and Gagarina squares;
- second — everything the first two do not cover.
So a billboard of up to 18 m² is possible in the first category, while the familiar 3 × 6 and 3 × 12 metre boards belong to the second — outside the historic core and outside that list of streets.
The permit comes from the Mogilev city executive committee, though applications and contracts go through a municipal enterprise, the Design Bureau, which has run the auctions again since 27 March 2025. The statutory limits sit in the Law on Advertising: 15 working days on an application to place a structure, 30 where a site-tie design or a utilities connection is needed, and 5 to extend or reissue a permit.
A structure in a roadside strip or within the red lines of a street is also cleared with the road police, and artwork on a historic and cultural monument with the Ministry of Culture.
Yes: content is cleared separately from the permit for the structure — administrative procedure 9.14, introduced by Council of Ministers resolution No. 561.
- you file an application and the artwork, A4 in colour in two paper copies or on electronic media;
- the term is 5 working days, or 15 if other state bodies have to be asked for documents; there is no fee and the clearance never expires;
- approval is an “APPROVED” stamp on the artwork itself, replaced by a separate written conclusion for multimedia advertising;
- the language is Belarusian and/or Russian, a foreign one only alongside them and only where the text is identical.
What Mogilev clears may then run anywhere in the region without a second clearance, Bobruisk included. Check the artwork against article 26 of the Law as well: an unprovable superlative, comparative advertising and the words “gift”, “free” or “0 roubles” for a paid service are prohibited.
Mogilev acts do not give one answer: two rules are in force. “Outdoor advertising media on overpasses (bridges)” are named among the permitted types in all three territory categories, and decision No. 18-37 grants them two reducing coefficients at once, one for technical complexity and one for the manner of placement. Yet placing a structure on the structural elements of an overpass or bridge, or underneath one, counts as a criterion of architectural degradation — and any such criterion is a ground for refusing a permit.
So the outcome turns on how the structure attaches rather than on the bridge itself, and a specific address is worth checking before you book.
Digital surfaces: 15 of 196. Take a screen when the creative and the schedule have to change mid-campaign, a printed board when one creative for the whole term matters more. In central Mogilev the regulator makes that choice: the billboard is not on the list of types allowed in the top category, while scrollers, prism boards, multi-pillars, projectors and electronic displays are.
Digital media have their own limits: pulsing illumination after dark and brightly contrasting frames count as architectural degradation, as do a display filling a whole window opening and automatic image changes on a housing block facade.
