Formats in the catalogue: 4. The largest group is Billboards; faces of that kind: 2,222. The city keeps its own list of permitted types in a separate document, the standard catalogue of advertising structures (edition in force approved by decree No. 2209 of 19 December 2025), and sorts them into three sections:
- on street furniture: advertising on bus shelters, direction signs with advertising modules, benches with an advertising module;
- free-standing on land plots: city-format panels, city-boards, 6 × 3 m billboards, supersites, LED screens, columns, pillars, pylons, poster stands, flag compositions;
- attached to buildings: roof letters and logos, light boxes, wall and gable panels, bracket signs, console panels, board installations on bridges, media facades.
The names are the catalogue's own: a column has three rounded faces and a pillar three flat ones.
Catalogue addresses are spread across the raions of the city; raions carrying them: 5. The city development strategy gives each raion a specialisation:
- Pervomaysky — the administrative centre and industry;
- Oktyabrsky — the business and public core, industry, retail;
- Industrialny — industry and logistics;
- Ustinovsky — industry, innovation, transport connectivity;
- Leninsky — rail and river transport, recreation.
The same strategy sets Leninsky apart as cut off from the rest of the city by the Izhevsk pond, the Izh river and industrial land, and calls that a source of serious transport problems. Housing stock is spread unevenly: 25 per cent of it sits in Oktyabrsky and 13 per cent in Leninsky.
Yes: pick a point of interest on the map and the list narrows to its addresses. The city names its main public spaces where it restricts advertising. Zone 2 is a list by name, and no large format stands there at all:
- Kirov park;
- Gogolya boulevard;
- the Gorky summer garden;
- Beryozovaya Roshcha park;
- Kosmonavtov park;
- the garden by the monument to wartime and labour valour;
- the grounds of the Udmurtia zoo.
The embankment of the Izhevsk pond, the dam and Deryabina avenue belong to zone 1, where small and medium formats and structures on buildings are allowed. The railway hub sits in Leninsky raion, and the M. T. Kalashnikov airport 15.5 km from the centre.
Digital faces: 67 of 2,348. Take a screen when the creative and the schedule have to change mid-campaign; a printed board carries one creative for the whole term, and the artwork is checked before it goes to print.
Digital here is limited by zone. LED screens are allowed in the historic core and in the residential and industrial zone, but not in the park zone. Media facades are allowed in all three zones — city duma decision No. 559 of 21 June 2018 struck them off the list of banned types. The running-text display, by contrast, is banned outright.
The limits here are zonal: the rules split Izhevsk into three zones, and in zone 1 — the historic core by the pond — neither the 6 × 3 m billboard nor the supersite is on the list of permitted types. Inside the core, large format is legal on five segments of sub-zone 1.1 only:
- 10 let Oktyabrya — Pushkinskaya to Udmurtskaya;
- Udmurtskaya — 10 let Oktyabrya to Likhvintseva;
- Udmurtskaya — Lenina to K. Liebknecht;
- K. Liebknecht — M. Gorkogo to Udmurtskaya, the roundabout excepted;
- Kirova — Militsionnaya and Rodnikovaya to Udmurtskaya.
There, 6 × 3 m billboards and city-boards are what is allowed; supersites belong to zone 3, outside the core and the parks alike. The rules also ban banner strings across the street, running-text displays, pavement A-boards and stands, and since February 2025 any structure on a fence or railing. There is no consolidated edition, so these norms are read from decision No. 702 of 20 February 2025, and we reconcile a given address against it while shortlisting.
Bus, trolleybus, tram and minibus. Bus routes: 38. Tram routes: 11. Trolleybus routes: 8. Tram and trolleybus lines run mainly through the central part of the city, in the development strategy's own words, while buses cover the whole territory including the outlying raions.
Hence the role of the bus shelter here: the standard catalogue opens with structures on shelters, and the rules admit them both in the historic core and in the residential and industrial zone — but not in the park zone. Car ownership stands at 325.5 vehicles per thousand residents.
None: the municipal rules carry no language requirement at all, neither in the base text nor in the amending acts, and the register holds no separate city act on bilingual signage.
Udmurt, the republic's titular language, is present all the same: municipal acts are issued on bilingual letterheads, the duma appearing as "ИЖКАР ДУМА", and the new airport terminal is signed in four languages — Russian, Udmurt, English and Chinese. In February 2022 the republic's government reported a language bill under which posters and banners made for Udmurtia's holidays at its own expense would be set in both languages; that is a bill, and as described it does not reach commercial advertising.
