- City-format panels, poster stands, columns, pillars, direction signs with advertising modules and bus-shelter units — allowed in every zone except the Kremlin one.
- City boards, billboards of 3 × 4 m and 6 × 3 m, pylons and roof structures made of separate letters and logos — on the street network beside the central business and the recreational zones.
- Superboards and supersites — only on the street network beside the industrial and utility zones.
Catalogue addresses are spread across the raions of the city, and raions carrying addresses number 5. The full list runs:

The Kstovo raion and the Novinki selsoviet have belonged to the same municipal okrug since 2025, but they are not raions of the city. The Oka cuts the city in two, and the transport programme calls the link between the halves insufficient — a citywide campaign is built from addresses on both banks.
Digital surfaces: 816 of 2,634. Take a screen when the creative has to change mid-campaign — for events, sales or times of day; take a printed board when one creative for the whole term matters more.
Digital here is limited by zone: rules No. 129 allow media facades and building-wall panels on the utility and industrial grounds, and projection structures on the street network beside the central business quarters. The historic core and the third-zone streets and embankments carry no such entry, so a campaign there can only be lit up in a small format.
There is no blanket ban on the centre, but large formats are shut out of it by a list rather than by custom: rules No. 129 set the permitted structure types zone by zone. Four limits are the strictest:
- the Nizhny Novgorod Kremlin — no advertising structure may be placed at all;
- Bolshaya Pokrovskaya, Rozhdestvenskaya and Ilyinskaya streets and the Verkhne-Volzhskaya, Kazanskaya and Fedorovskogo embankments — small formats only;
- the "safety corridor" along the carriageway — installation is banned;
- the bridge approach roads on landslide-prone slopes — small and medium formats.
On top of the zones the administration approves architectural concepts for individual streets: Zvezdinka, Novaya, the Verkhne-Volzhskaya embankment and the Fedorovskogo embankment are covered that way. We reconcile a central address against the concept for its street before quoting.
Yes, and the map is the quicker way to find them: pick a destination and the list narrows to its addresses. In its investment profile the city administration names these as its own destinations:
- the Nizhny Novgorod Kremlin, the Chkalov stairway, the Nizhne-Volzhskaya and Fedorovskogo embankments;
- Bolshaya Pokrovskaya and Rozhdestvenskaya streets;
- the Nizhny Novgorod stadium, the Pakgauzy concert venue, the Arsenal art centre and Shveytsariya park;
- the Nizhny Novgorod Fair, moved here in 1817: its Main Fair House of 1890 is a heritage site of federal significance.
Standing next to a destination does not free the format: nothing may be placed on the Kremlin grounds, and the central streets and embankments are held to small formats. Keep the calendar in view too: the excursion and cruise fleet runs here only in the navigation season, from late April to late September.
