A month starts at RUB 21,600, and a typical catalogue address runs about RUB 130,000. The price sits on the card next to the address where the owner has published one.
The city administration says the Perm outdoor market has existed for more than fifteen years and that around ten large structure owners work on it. Neighbouring faces on the same avenue often belong to different owners.
Advertising faces in the catalogue: 2,402. Addresses under them: 693. Owners: 9. Every face carries an exact address, plus a photo and a rate-card price where the owner has published them, and we check availability with the structure owners.
Whether a given structure stands legally can be checked against Perm open data: the city publishes a registry of structures granted an installation permit and a separate registry of those under contract. Both files sit in the advertising section of the administration site.
Formats in the catalogue: 7. The most faces belong to Billboards — 1,266 of them.
In Perm the kind of structure decides more than how the surface looks. The maximum term of a contract to install and operate one is set separately for each kind, and it is set by the region rather than by the city — decree No. 1190-p of 9 March 2013 by the government of Perm Krai. An owner therefore has different amounts of time left on different kinds of structure, which is worth asking about before a long booking.
Catalogue addresses are spread across 7 of the seven raions of the city. The charter calls a raion an intra-city unit rather than a municipality of its own (article 4), and they differ a great deal:
- Leninsky is the historic and business core: the krai assembly and government, the city duma, the esplanade, the opera and ballet theatre;
- Dzerzhinsky — the gateway of the city, as its own raion administration puts it: the main station, Perm II, and the river port;
- Industrialny is Balatovo along Shosse Kosmonavtov, the oil refinery and the Goznak printing works;
- Sverdlovsky and Motovilikhinsky grew around plants, Kirovsky around the Zakamsk settlement;
- Ordzhonikidzevsky lies on both banks of the Kama and covers 178.5 km², 22 per cent of the city.
The administration names Dzerzhinsky, Industrialny, Leninsky, Motovilikhinsky and Sverdlovsky as the raions carrying the most structures — alphabetically, without ranking them.
Yes. Official sources name these as the main hubs:
- Perm II, the main railway station, in Dzerzhinsky raion — around 9.5 million passengers in 2025;
- Perm airport (Bolshoye Savino), 19 km from the centre — 2,004,861 passengers in 2025;
- Perm I station and the river terminal in Leninsky raion, the terminal reopened after reconstruction in 2025;
- the Shpagin Works, where the city art gallery moved in February 2026;
- the esplanade and the Garden of the 250th Anniversary of Perm, both used for mass events.
Digital surfaces: 114 of 2,402. Take a screen when the creative has to change mid-campaign — for events, sales or times of day; a printed surface carries one creative for the whole term.
In Perm the choice is not only a matter of taste: a screen goes up where the city placement scheme allows that particular kind of structure at that particular site, not everywhere a board stands. Digital along a given route is therefore picked from what already exists.
Where a structure may stand, and of what kind, is settled by the placement scheme — a map approved by city administration decree No. 622 of 1 August 2024. For each site it lists the types and kinds of structure allowed there, so a format cannot simply be moved to whichever address appeals.
The administration spells out one exception: on buildings and other real property owned by private persons or companies, the site is the owner's to decide rather than the scheme's. A structure without a permit is dismantled on the city's order.
Perm is stretched along the Kama, and the general plan sorts its streets the same way: longitudinal ones run along the river, radial ones across it. An address list here is built along that axis and raion by raion rather than around one centre, the more so because the city names low residential density and scattered built-up areas among its own weaknesses.
The banks are linked by the Kommunalny bridge opposite the centre, the Krasavinsky bridge and the road over the Kama dam, the last two closing the orbital road. One more crossing, 899 m long, is under construction to relieve them. City transport, meanwhile, is entirely on the surface: bus, tram and trolleybus.
