The register is published as a file and refreshed: each entry shows the owner, the expiry of the permit, the size of the structure and the site number in the placement scheme.
Catalogue addresses are spread across the parts of the city, and the number of those parts is 4; the catalogue filters by them. Tyumen is divided into okrugs rather than raions — Tsentralny, Vostochny, Kalininsky and Leninsky — each run by an uprava, a territorial arm of the city administration.
Its own uprava calls Kalininsky the "gates of the city": it holds the railway station, both airports and the approaches of three federal highways. Vostochny is described there through a network of modern shopping centres and more than fifteen hundred retail and service businesses, while Tsentralny holds the historic core between the Tura and the railway.
Yes, and on the map you can pick a landmark and keep only its addresses in the list. The ones the city administration names in its own documents are:
- the Slovtsov museum complex;
- the Tyumen drama theatre on the square of the 400th anniversary of the city;
- the Neftyanik house of culture and the Mendeleev regional research library;
- the embankment of the Tura, from the Trinity monastery to Ulitsa Maslovsky Vzvoz;
- the Zatyumensky forest park, the railway station and the coach station at Ulitsa Respubliki and Ulitsa Permyakova.
Shopping centres are another matter: the city publishes no list of the largest ones, and Goodwin, Moskva and Zelyony Bereg reach official documents only as address notes in the advertising permit register.
Digital surfaces: 2,074 of 4,561. Take a screen when the creative and the schedule have to change mid-campaign, for events and sales; a printed board carries one creative for the whole term.
In Tyumen that line is drawn inside a municipal document: the permit register lists the video screen, the media facade, the scroller, the electronic screen and the projection unit as structure types of their own instead of folding them into an "other" bucket.
The permit to install and operate a structure is issued, and revoked, by the MKU Advertising Committee, a municipal institution under the land and urban development department of the city administration; the service is also available through the federal Gosuslugi portal. The sites themselves are fixed by the advertising placement scheme, approved by city decree No. 89-pk of 9 June 2014.
The rules here are read from the amendments of 4 March 2024, and a given site is visible on the online map of the scheme — which is what we look at while shortlisting. Signboards are approved separately, under the city's own signboard requirements.
Tyumen carries no "historic settlement" regime: the city is absent from the federal list approved in 2010. The limits come instead from the protection zones of individual heritage sites and from the historic-and-cultural centre zones set by the master plan.
In the centre those are the blocks between the Tura and the railway, where the most significant monuments of architecture and town planning stand west of Ulitsa Profsoyuznaya. The western side of the city lies under a different regime: the aerodrome environs of Tyumen (Roshchino), set by Rosaviatsia order No. 4-P of 12 January 2021, with air approach corridors, sanitary buffer strips and zones where building is restricted or banned.
Six overpasses do: the Tura and the Trans-Siberian railway cut Tyumen into three planning zones — Zarechnaya, Tsentralnaya and Yuzhnaya. They are crossed at four points on city arterials and two on the ring road, a number the master plan itself calls insufficient.
- The Trans-Siberian from Moscow to Vladivostok runs through the centre; of the four stations in the okrug, Tyumen is the passenger one.
- Four federal highways — R-351, R-402, R-404 and R-254 Irtysh — plus the ring road, 61.548 km of it inside the okrug.
- Roshchino airport, 13 km west of the centre: international, number 77 on the federal list of airports, with a border crossing point.
- The coach station at Ulitsa Respubliki and Permyakova: about 430 departures on a working day, as of January 2020.
The administration calls the hub the only point at which the transport links of the Khanty-Mansi and Yamalo-Nenets autonomous okrugs connect to the all-Russian network — two federal subjects in their own right, whose figures are not the city's.
