Geography moves the quote here more than in a compact city: Volgograd is strung along one bank of the Volga, so reach is built not as a radius around a centre but as a run of addresses along the longitudinal arterials — the First, Second, Third and the 0th orbital — which the city strategy calls transport diameters. We confirm availability with the structure owners before quoting.

The catalogue is what the market offers; the sites themselves are fixed by the municipal placement scheme, adopted in 2015 and amended in packages ever since — the most recent is city administration decree No. 82 of 31 January 2022. The city does not amend it alone: changes are pre-approved by the state property committee of Volgograd Oblast.
The catalogue carries 7 formats, and "Billboards" holds the most faces: 2,124. The placement scheme names the types itself and fixes their sizes: free-standing billboard units and electronic, including LED, screens appear at 3 × 6 × 2, pylons at sizes such as 0.6 × 2.25 × 2.
Every position in the scheme is described down to the metre: the street, the direction of travel (towards the centre or away from it), the side, the distance to the nearest landmark and the distance from the kerb. An address here is a specific face pointing a specific way, not "somewhere on the avenue".
Eight: Voroshilovsky, Dzerzhinsky, Kirovsky, Krasnoarmeysky, Krasnooktyabrsky, Sovetsky, Traktorozavodsky and Tsentralny. None of them is a municipality in its own right — article 4 of the city charter lists them inside the city boundary. Catalogue addresses are spread across 8 of them.
The difference between them is geographic as much as administrative: the city is stretched along the river, and the administrations of Tsentralny, Krasnooktyabrsky and Traktorozavodsky all sit on Prospekt imeni V. I. Lenina, at numbers 15, 119 and 207. Sovetsky is the university raion; Krasnoarmeysky is the southern tip of the city, at the head of the Volga-Don canal.

Other landmarks are tied to the rapid-tram line, each with a station of the same name: the Volgograd Arena and Monolit stadiums, the central park of culture and leisure, and the Evropa City Mall.

In Volgograd that choice is made before booking: the city separates the types inside the placement scheme itself, where electronic, including LED, screens (boards and displays) stand as a line of their own alongside free-standing billboard units. The surface type belongs to the approved position; it is not chosen on site.
The general rules come from something few Russian cities have: a dedicated outdoor advertising concept for 2016–2026 (city duma decision No. 33/1043 of 23 September 2015), and 2026 is the final year of its horizon.
Separately the city approved a compendium of standard architectural solutions for advertising structures: the types in it are given "without reference to particular manufacturers, brands or models" and serve to unify structures citywide. Upkeep falls under the municipal amenity rules, and since 2019 a schedule has run for bringing signboards and structures into line with them.
Only under a contract with the museum-reserve: the Battle of Stalingrad museum-reserve states that using images of the monuments and heritage sites it holds for commercial purposes without its permission is unlawful, citing article 53 of the Fundamentals of Russian legislation on culture.
The rule covers every part of the memorial complex on Mamayev Kurgan, the panorama museum complex and the Lenin monument at the head of the Volga-Don canal; the Stand to the Death sculpture and the torch-bearing arm in the Hall of Military Glory are registered trademarks. A commission of the museum-reserve decides and approves the artwork, and we look at your creative before it goes to them.
Underground stations belong to the Volgograd rapid tram (skorostnoy tramvay), a tram line with some of its stations below ground; in the city's own documents it is the "rapid tram" and the "ST line". Advertising at its stations is a separately regulated class: city duma decision No. 36/1129 of 27 November 2015 names rapid-tram stations in its own title, on a par with municipal transport.
The line was rebuilt through 2023 and 2024 and reopened on 31 October 2024, so the structures along it physically changed in those years. The rest of the electric network is trolleybus and e-bus.
