A month on the rate card starts at RUB 16,800, and a typical catalogue address lands around RUB 130,000. The price of a given face sits on its card beside the exact address where the owner has published one.
That money has nothing to do with the fee for the site itself: the right to install a structure is auctioned by the oblast, and three auctions held in 2020 brought the regional budget 13.7 million roubles in one-off payments. The owner of the structure pays that fee; an advertiser buys a month from the owner.
Advertising faces in the catalogue: 2,916. Addresses under them: 874. Owners: 14. Every face carries an exact address, plus a photo and a rate-card price where the owner has published them.
The Voronezh reservoir cuts the city into a right bank and a left one, and official sources name three crossings between them — the Severny, the VOGRES and the Chernavsky bridges. Two addresses close in a straight line can sit on opposite banks.
Formats in the catalogue: 9. The largest group is Billboards: 1,614.
The shift between formats is on the official record: on 22 October 2024 Olga Provotorova, the oblast minister of property and land relations, said that modern digital structures had replaced the obsolete boards and the banners once strung across streets. She also named the non-commercial load those surfaces carry — more than 20 thousand public information items placed in the preceding period.
The city has six raions, and catalogue addresses are spread across 6 of them:
- Zheleznodorozhny;
- Kominternovsky;
- Levoberezhny;
- Leninsky;
- Sovetsky;
- Tsentralny.
Official sources name the street frame one by one: Moskovsky Prospekt is the northern axis, Ulitsa Antonova-Ovseyenko runs parallel to it, and Ulitsa Plekhanovskaya is the central one. A relief road for Moskovsky Prospekt is being built between them in three stages, so that the city ends up, in the governor's words, with three big parallel roads.
Official sources name such points one by one.
- Three railway stations: Voronezh-1, Pridacha, Voronezh-Kursky.
- The green network of the northern districts: the Dinamo central park, the botanical garden, the NIILGiS forest park, the Grad city park and the Solnechny satellite town.
- The Delfin and Tanais parks, both subjects of municipal concession agreements.
- The Chernavsky bridge causeway, a venue for city events: a 100-metre tricolour was unfurled there for Russia Day in 2024.
One more concentration of people is the social hub on 35 hectares at the junction of Ulitsa Lomonosova and Moskovsky Prospekt: a school for 2,860 pupils, a kindergarten for 600, an arts school with a library and a clinic for 1,100 visits per shift.
Digital surfaces in the catalogue: 872. Faces in total: 2,916. Take a screen when the creative has to change mid-campaign; take a printed board when one creative for the whole term matters more.
One more screen exists so far only on paper: the new central stadium of FC Fakel, where construction started on 21 July 2026, is designed with a facade of white perforated membrane that can be used as a giant projection screen. The build is scheduled to take 36 months.
The ministry of property and land relations of Voronezh Oblast, not the city hall. Article 15 part 4 of the charter of the urban okrug city of Voronezh hands the region the approval of the placement scheme, the issue and revocation of permits and the demolition orders, under the oblast law on the redistribution of powers, No. 217-OZ of 30 December 2014. The published list of the ministry's state functions repeats all three, each naming the territory of the city.
What stayed with the city is the form of the tender for municipal sites — an auction since November 2025 — and the publication of demolition notices.
The first restriction is the placement scheme itself: a site exists where a regional order has fixed it, and the order in force — No. 29 of 14 January 2025 — is published as a scan with no text layer, so a given position is checked against that file.
The declared policy is to cut back: on 15 February 2021 governor Alexander Gusev demanded that earlier decisions on reducing the number of advertising faces be carried into the new scheme: advertising should stay on the streets of Voronezh, he said, but far less of it than there is now. Upkeep is covered by the city improvement rules: damage to signboards and advertising structures has to be repaired within 10 working days of being noticed.
The densest flow is transit on the M-4 Don motorway: on the 482-492 km stretch by Voronezh the state highway company put seasonal traffic above 80 thousand vehicles a day in August 2026, and is widening it to three lanes each way by November 2027.
Inside the city, priority goes to bridges and main streets: a dedicated lane on the Severny bridge raised public transport speeds by 10 to 15 km/h, the city reported, and the VOGRES and Chernavsky bridges and Moskovsky Prospekt were next in line. The airport is not a factor here: the Voronezh (Chertovitskoye) aerodrome lies outside the city boundary, and as of March 2026 the federal air transport agency records no flights there since 2022.
