A municipality does, not a national agency, and which one depends on what the structure faces. Law 5216 makes the boundaries of Ankara Büyükşehir Belediyesi (ABB) the boundaries of the province, and article 7(g) gives ABB the power to decide where advertising may stand and in what shape and size on roads, squares, boulevards and avenues. Other streets stay with the district municipality — Çankaya, Keçiören, Yenimahalle and the rest.
The requirements on place and size come from the municipal act rather than national law; the ABB one is called "Ticari Tanıtım Tabela Yönetmeliği". The municipality publishes the edition in force, and a given address is answered by its district municipality.
Yes, and it sits apart from the rent for the surface. Law 2464 taxes any advertisement displayed within a municipality and its adjacent zone (mücavir alan), and the base is the square metre of advertising area:
- on a multi-sided structure every face counts separately;
- a display shorter than six months is charged at half the annual rate;
- cloth banners and posters are rated by the week, lit and projected structures by a tariff line of their own;
- an unlit sign at the entrance to a business is exempt up to half a square metre and taxed only on the excess.
The return goes to the municipality where the display stands: an advertiser files before the display starts, a professional operator remits the tax for its clients by the evening of the 20th of the following month. The law sets only a floor and a ceiling; the rate inside that range is approved by the municipal council.
Only the rail operator publishes a month-by-month series for the city. In EGO figures the metro lines M1 to M4 together with Ankaray carried 17,498,496 passengers in December 2025 and 11,306,107 in August of the same year. For 2026 the operator data runs to July: 16,133,064 in April and 11,619,941 in July.
No monthly series exists for street structures anywhere, so this one is the best available guide when picking a month, alongside your own seasonality.
