A municipality does, not a national agency. Article 5 of the BBB regulation leaves the metropolitan municipality the squares, boulevards, streets and main roads in its charge, the state highways and the buildings and plots fronting them, the kiosks, the underpasses and overpasses and all vehicles; the rest belongs to the district municipality. A corner plot fronting an arterial goes back to BBB, and a district must still ask BBB about anything visible from a square or an arterial.
A permit covers one element and runs for a year from the day it is granted; filing an application is not a permit, and paying the advertising tax does not make a structure lawful — the act says so outright.
Yes, and it sits apart from the rent for the surface. The rate inside the bracket set by law 2464 is approved by the municipal council, so Bursa has a tariff of its own; for the 2026 financial year it charges, per square metre:
- unlit fixed boards and panels — 100 TL a year, lit or projected ones — 150 TL;
- a totem, an advertising tower or a rooftop installation, LED screen included — 150 TL a year;
- advertising on vehicles — 40 TL a year unlit, 150 TL lit;
- temporary advertising on banners and facades — 10 TL a week;
- posters on the glass of buildings — 0.50 TL a week, elsewhere 0.50 TL a day.
Returns for fixed structures are filed every January, online through the İlan Reklam E-Beyanname service. Separately from the tax, article 33 of the same tariff charges for the right to place a structure — by the group of the district, the type of carrier and whether the land beneath is private or public, with 20% VAT inside the rate.
There the municipality is not the only clearance: on a registered building (tescilli yapı) a carrier's size and character come from a project approved by the conservation board Bursa Kültür Varlıklarını Koruma Bölge Kurulu; with no project, the board itself permits it. The BBB regulation adds bans:
- a carrier may not clash with the city skyline or affect its protected sites (sit alanı);
- it may not stand in front of monuments, places of worship or art so as to hide them;
- no advertising goes on blind walls or on facades of religious buildings and monuments;
- no boards go on electricity poles in historic and artistic areas.
The regulation never names UNESCO — it works through the conservation register and the protected sites. What is protected shows in the list: since 2014 it holds "Bursa ve Cumalıkızık: Osmanlı İmparatorluğunun Doğuşu", eight components: the quarter of commercial hans, five külliye of the first Ottoman sultans, Cumalıkızık village and the tombs of Osman Gazi and Orhan Gazi.
Yes, but under the out-of-town regime: beyond four landmarks named in article 9 of the regulation, on open privately owned land along the road, one totem is allowed per plot — aligned with its neighbours, at intervals of no less than 50 m, set 20 m back from the boundary of the highway or its service road. The landmarks are:
- the Göçmen Konutları interchange on the İzmir road (İzmir Yolu);
- the Göynüklü interchange on the Mudanya road (Mudanya Yolu);
- the motorway overpass at Kestel on the Ankara road (Ankara Yolu);
- the end of the built-up area at Ovaakça on the İstanbul road.
Industrial areas run on their own article: in small-industry sites a board in a forecourt is forbidden, one common board per block carries the list of firms, and totems are banned for the businesses in as many words; on factory sites advertising may cover no more than 30% of a road-facing facade.
There is, and one authority clears it rather than seventeen district ones: article 4 of the regulation puts the routes and stations of the light rail system, the passenger and freight terminals, the coach station, the quays, the car parks and all vehicles inside the BBB zone. The network under that jurisdiction:
- BursaRay (Bursa Hafif Raylı Sistemi) — two lines, 40 stations of which 8 are underground, 40 km of double track;
- the BurTram trams — T1, 6 km with 16 stops; T2, 8.3 km with 11; T3, 2.2 km with 9;
- buses — 66,839,561 passengers on BURULAŞ and 142,923,444 on its sub-operators in 2025;
- the main intercity coach terminal — 12,707,742 passengers the same year.
Between Mudanya and İstanbul 1,213,474 passengers travelled by sea, but that covers the two operators İDO and BUDO together and no source splits it. Bursa has no passenger rail service: the high-speed line towards İstanbul and Ankara is still being built.
