Formats in the catalogue: 5. The largest group is Billboards, and the catalogue holds 73 of them. The region, though, sorts structures not by name but by the area of the advertising surface, and the fee follows that area:
- small format — up to 2.19 m²;
- medium — from 2.2 to 12 m²;
- large — from 12 to 18 m²;
- extra large — above 18 m².
Rooftop structures, bracket-mounted console panels, media facades, LED screens, street furniture and bus stops each get a line of their own. The same annex draws the line between a shop sign and advertising: a sign of up to 1 m² is not an outdoor advertising object, anything larger is, with every requirement that follows.
Digital surfaces: 23 out of 82. Take a screen when the creative and the schedule have to change mid-campaign; take a printed board when one creative for the whole term matters more.
The region rewards digital separately: under the tariff annex to regional decision No. VI-61-80-1-0-K/24, a structure wired into a remote control system has its monthly fee reduced for twelve months from the month it is connected.
The region does, not the city. Decision No. VI-61-80-1-0-K/24 of 12 June 2024 by the Andijan regional council of people's deputies approved the regional placement procedure and the single monthly site fee; contracts are signed on behalf of the regional administration by its outdoor advertising unit and the Tasviriy Oyna association.
The fee is charged per square metre per month with a territorial zone coefficient: five zones, and for free-standing structures it reaches 1.5. The act does not map them, so the administration names an address's zone when it issues the site passport. Miss the six-month deadline to erect the structure and the passport is annulled and the site returns to auction.
Part of the city is closed off by advertising-free zones: the grounds of state authority buildings, places declared free of advertising by the regional council, and the grounds of cultural, historical and religious sites on the national heritage register. No structure may stand within 50 metres of such a zone. The rest is set by the regional procedure:
- the railway right of way is closed, and so is anything within 5 metres of a tunnel entrance or exit;
- road signs and traffic lights must stay visible: from the outermost right lane on a one-way road, from the right and left lanes at once on a two-way one;
- only structures from the regional standard set may be installed, and they have to suit the architecture of the buildings around them;
- every structure carries a plate with the owner, the site number, a phone number and a QR code, legible from the pavement;
- a structure may not stand empty: without a message on it, it may not be operated for longer than the two days allowed to change the image.
In the state language. Article 6 of Uzbek advertising act No. ZRU-776 of 7 June 2022 requires advertising to be distributed in Uzbek. A translation is a right, not a duty: on an outdoor surface it sits horizontally below the Uzbek text, takes up no more than forty per cent of the advertising area and is set in a smaller type size. Registered trademarks and logos may stay in their original language.
Andijan Region has no language rule of its own, so the general forty-per-cent rule applies. It changes the composition of the board itself, which is why we look at the artwork before it goes to print.
City public transport here means buses, and intercity flows rest on the A373 Tashkent-Osh road, with the approach to the city branching off at its 345th kilometre. A ring road of the city's own, the D132, runs 31 kilometres around it with two official entries, and a one-kilometre spur from the 155th kilometre of the D105 Fergana ring road leads to the international airport.
Flow figures need care. Andijan airport operated 808 flights in 2025 and served 93,964 passengers — a count of the airport, not of the city's population, and the year behind it is incomplete: the airport only reopened on 20 March 2025 after rebuilding. There is no high-speed rail service to the city yet.
