Advertising faces in the catalogue: 57. Addresses under them: 50. Owners: 2. Every face comes with an exact address, plus a photo and a rate-card price where the owner has published them, and we confirm availability for a given face with the owner of the structure.
Formats in the catalogue: 3. The format with the most faces is Billboards, with 51 of them. The region prices a structure by the area of its advertising surface rather than by its name: the annex to Kengash decision No. VI-XXIV/123 sets four steps:
- small format — up to 2.19 m²;
- medium — from 2.2 to 12 m²;
- large — from 12 to 18 m²;
- extra large — above 18 m²;
- listed separately — console panels on brackets, illuminated rooftop structures, awnings, sandwich boards, promotional structures, poster walls above 3 m² and benches carrying an advertising module.
A structure may be erected only on the basis of an advertising site passport, and the passport is applied for through the my.gov.uz portal with a ONE ID login — as the Fergana Region administration set out in an explainer updated on 24 March 2026.
- review takes 15 working days for a site on private property and 5 working days for advertising on a vehicle;
- an approved passport arrives in the applicant's account carrying a QR code, which is checked against the structure itself;
- after a refusal a repeat application within five working days is free, and an unfounded refusal means the fee comes back.
The right to the site is auctioned: Cabinet of Ministers decree No. 428 of 31 August 2023 replaced the old pairing of an auction payment and a placement charge with one monthly fee, and set its size at an electronic auction.
Advertising-free zones are closed, and a mandatory setback runs around the boundary of their land plots as well. The base Cabinet of Ministers decree on the outdoor advertising market counts among such zones the buildings and grounds of state bodies and of the regional hokimiyat, plots designated by the regional Kengash, cultural heritage sites and religious sites. Decree No. 65 of the regional hokim of 27 February 2020 added the street-level bans:
- the central reservation of a road;
- pavements and footpaths;
- traffic islands — except islands at roundabouts.
There is little heritage of that kind inside Fergana itself: the regional entries on the national UNESCO candidate list are Quva, Kokand and Shohimardon, and not one position lies in the city.
Digital surfaces: 25 of 57. Take a screen when the creative and the schedule have to change mid-campaign; a printed board carries one creative for the whole term.
A screen has its own economics here: decree No. 65 of the regional hokim of 27 February 2020 extends the site passport of a video screen on a land plot by a further ten years, but multiplies its monthly fee by five. In the regional tariff LED screens sit on a scale of their own by area, where the rate per square metre falls as the screen grows.
In the state language. Article 6 of advertising act No. ZRU-776 requires advertising to be distributed in Uzbek; a translation is allowed, but on an outdoor surface it sits horizontally below the Uzbek text, is set in a smaller type size and takes up no more than forty per cent of the total area. Trademarks and logos stay in their original language.
Fergana adds no language rule of its own: the regional documents on outdoor advertising, every page of the tariff annex included, mention neither the state language nor translation nor foreign languages. The forty-per-cent rule reshapes the composition of the board, so we look at the artwork before it goes to print.
Through traffic passes the city by: the A373 Tashkent-Osh and A376 Kokand-Jizzakh international roads run through Kokand, Shakhrikhan and Andijan, and Fergana joins them by slip roads. The frame is set out in the register of public roads approved by Cabinet of Ministers decree No. 383 of 4 July 2024:
- the D091 ring road around the city — 22 km, or 32 km with its three spurs;
- the D105 Fergana ring road — 305 km, linking Namangan, Andijan and Fergana and reaching all three valley airports;
- the approach to Fergana airport — 3 km, branching off at kilometre 218 of that ring;
- the passenger railway station — in Marg'ilan, a separate city of regional subordination, 8 km away by local road.
The airport, by contrast, sits inside the city limit: in 2025 it handled 5,996 flights and 693,397 passengers, international traffic ahead on both counts. That figure counts the airport, not residents.
