A "senior" of 4 × 3 m is not the same thing as a billboard of 6 × 3 m here, and the city-format panel counts as a small medium, not a board.
Not the city but the region: placement schemes and any amendments to them are reviewed and approved by the Namangan Region council of people's deputies, and there is no city-level step in the chain at all. The scheme in force was approved by its decision No. VII-13-117-6-0-K/25 of 26 August 2025.
The annex to that decision is a table of 337 advertising sites across the region, each given with its address, coordinates, structure type, dimensions and format. So an address is either already in the scheme, or a new site has to be added by an amendment that the same regional council adopts.
The bans are written into the approved regional scheme itself: annex 1 to regional council decision No. VI-44-79-6-0-K/24 of 25 July 2024 forbids outdoor advertising:
- on cultural heritage sites and on the outer facades of historic monuments;
- on the median strips of roads;
- at the entrances and exits of multi-storey buildings;
- anywhere it obstructs vehicles or pedestrians.
The nationwide rule adds a distance: a structure may not stand within 50 metres of the boundary of a plot forming an advertising-free zone, and cultural heritage and religious sites count as such zones. The list of those zones for the region is kept by the regional hokimiyat and is not published openly, so we confirm a central address with the hokimiyat. The structure itself must carry the owner's name, a telephone number, the number of the advertising medium and a QR code.
In the state language. Uzbek advertising act No. ZRU-776 requires advertising to be distributed in Uzbek, with any translation set horizontally below that text: no more than forty per cent of the total advertising area, and in a smaller type size. Registered trademarks, service marks and logos may stay in their original language.
Namangan and its region have no language rule of their own: none of the three regional decisions on outdoor advertising says anything about the language of the creative. That the city works in two languages shows in those decisions themselves — each is published at once in Namangan haqiqati and Namanganskaya pravda. We look at the artwork before print.
Digital surfaces: 22 out of 22. Take a screen when the creative and the schedule have to change mid-campaign; a printed board carries one creative for the whole term.
In Namangan a screen costs more. The region charges electronic screens, scrolling text lines and LED screens a monthly fee of 51,000 UZS per square metre — well above a printed billboard in the same column, and the owner prices that in. The regional catalogue gives the LED monitor a line of its own: 3.0–5.0 by 6.0–10.0 metres, single-sided, on the outer part of a building.
The audience here is residents rather than visitors, and more of them each year: the statistics committee figures take the city from 626.1 thousand people at the start of 2020 to its current figure at 1 January 2026. Density is published for the region only: 429.3 per square kilometre against 85.2 nationally.
The city has no approved transport model yet: presidential decree No. PQ-220 of 11 June 2026 orders one drawn up, to cut congestion and to place bus stations, car parks and crossings; the same act puts an overpass where Go'zal and Hamroh streets meet. Namangan international airport (IATA NMA) handled 867,367 passengers in 2025 — a count of the airport, not the population.
