Street furniture may carry advertising only if the akimat installed it, or an investor did under a contract won at tender (clause 10 of the oblast rules). A shop sign, opening hours, window dressing and fuel prices at a filling station are not advertising at all under clause 9 — no notice, no fee.
No permit is issued here: placement runs on notice. Under the oblast rules (Pavlodar oblast maslikhat decision No. 446/38) the notice is filed at least five working days before placement, and it goes to the city akimat rather than to the oblast, Pavlodar being a city of oblast significance. Kazakhstan has no placement scheme: sites here are not allocated from one.
The notice carries details of the period and the place, proof of payment for the first month, and a description of the advertising with sketches, in Kazakh and Russian. Comments arrive in writing and reasoned, and must be cleared before placement; if the akimat stays silent for the term the rules allow, the structure goes up on the dates declared.
Clause 13 of the oblast rules closes monuments of history and culture together with their protection zones, religious buildings with the grounds assigned to them and their fences, and specially protected natural areas. In Pavlodar that affects Astana street most.
- 149 Astana — the merchant Derov's trading house of 1896, today the Potanin regional museum of history and local lore: the city's only monument of republican significance;
- 129, 137 and 153 Astana — the houses of the merchants Sorokin, Ramazanov and Okhapkin;
- 168 and 200 Astana — the Surikov shops and the house of the photographer Bagayev;
- away from the historic core — the river terminal of 1960 and the Annunciation cathedral at 1 Torajgyrov street.
The state lists of monuments draw no protection-zone outlines: they give the addresses and coordinates of the objects, nothing more. So we confirm an address in the historic core with the akimat before it goes into a quote.
A Kazakh version is mandatory: the advertising law requires advertising in the state language, with Russian and other languages left to the advertiser. The language law fixes the layout too — Kazakh on the left or on top, Russian on the right or below, in letters of the same size. Breaching the language rules costs up to 400 MCI under the administrative code.
The Pavlodar detail sits in clause 18 of the oblast rules: the description attached to the notice is filed in Kazakh and Russian, with sketches, so the paperwork is bilingual whatever language the creative uses. Bilingual paperwork costs nothing extra — the fee is charged per face, whatever the number of images and languages on it.
Digital surfaces in the catalogue: 12, against a catalogue total of 12. Take a screen when the creative and the schedule have to change mid-campaign; take a printed board when one creative for the whole term matters more.
One local detail: under the oblast amenity rules the lighting of advertising is switched on and off on the street-lighting schedule, so the city sets the hours a lit surface works, not the owner of the structure. A screen also carries its own fee line — video advertising over 20 m² costs 24 MCI a month per face.
Advertising on vehicles falls outside the notice scheme altogether: under clause 21 of the oblast rules it is placed with no notice and no fee. The local limits begin after that.
- tram: no window opening of a carriage may be covered by information or advertising material by more than 30 per cent, and notices inside a carriage need the carrier's agreement (city akimat decree No. 811/23);
- building sites: unfinished construction objects where no work is under way are covered with netting or with decorative or advertising banners;
- fly-posting: newspapers, posters and playbills go only on the boards and advertising columns set aside for them;
- upkeep: the adjoining territory is a five-metre strip around an advertising object, and its owner answers for it.
Tram track is scarce in Kazakhstan: in the Bureau of National Statistics annual transport publication for 2025 it is recorded for three oblasts only, Pavlodar among them with 44.7 km — a figure the Bureau publishes by oblast and not by city.
