Formats in the catalogue: 2. The one with the most faces is Billboards, with 10 of them. Kazakh regulation sorts media by area and type rather than by format name — the state fee is set line by line:
- units under 2 m² and city-format lightboxes;
- area bands from 2 to 5, 5 to 10 and 10 to 20 m², on up to "over 70 m²";
- video images under and over 20 m², running-text displays, illuminated rooftop installations;
- street furniture, flags and awnings, portable mobile advertising.
Street furniture works differently from every other medium: under clause 9 of the oblast rules advertising goes on a bus shelter, pavilion, bench or information panel only where the furniture itself was installed by the akimat, or by an investor at their own expense under a contract awarded by open tender.
Digital surfaces in the catalogue: 13 out of 13. Take a screen when the creative and the schedule have to change mid-campaign, for events and sales; a printed board carries one creative for the whole paid term.
Changing the creative inside a paid month adds nothing to the state fee here: the oblast rules calculate it from the location and the area of the face "regardless of the quantity" of advertising placed, images, video images and running lines alike. Language rules apply to a screen exactly as to print.
No permit is issued here: placement runs on notice. The notice goes to the city akimat department for architecture and town planning — Taraz is the only city of oblast significance in the oblast, so it is filed with the city rather than with a rural district. If no answer comes within four working days, the advertising may go up on the dates declared; written comments, where given, must be resolved first.
Kazakhstan has no placement scheme for advertising structures, and Taraz has no advertising act of its own: the rules in force are Zhambyl oblast maslikhat decision No. 38-11 of 26 September 2019, never amended in seven years.
A Kazakh version is mandatory. The advertising law requires it in the state language, with Russian and others at the advertiser's discretion. The language law fixes the layout too: Kazakh on the left or on top, Russian on the right or below, in letters of equal size.
In Taraz the bilingual requirement sits inside the procedure: under clause 17 of the oblast rules the notice carries a free-form description of the advertising in Kazakh and Russian with sketches attached, so the set is assembled before the placement. The administrative fine runs up to 400 MCI for a large business. We review the creative before it goes to print.
Taraz has no urban rail and no electric street transport. In the headline indicator table of the master plan approved by government decree No. 44 of 29 January 2024, the rows for underground rail, trams, trolleybuses and electrified railway all carry a dash on all three horizons — the 2022 base year, the 2029 first stage and the 2040 design horizon. Every kilometre of public transport line belongs to buses: a 267.5 km route network carrying, on the same plan's estimate, about 30 million passengers a year.
Advertising on the vehicles themselves sits outside that regime: under clause 20 of the oblast rules it is placed with no notice filed and no placement fee charged.
The sharpest limit is clause 12 of the oblast rules: advertising is banned on monuments of history and culture and within their protection zones, on religious buildings and the grounds and fences assigned to them, and in specially protected natural areas — with no "subject to approval" escape. In Taraz that means the historic centre: positions 94 to 103 of the state list of monuments of republican significance stand inside the city — the Taraz ancient settlement at 2 Tashkentskaya Street, the Karakhan and Dauitbek mausoleums at 29 Karakhan Street, the Tekturmas mausoleum above the Talas.
The rest applies citywide:
- land comes from public-use land, but pavements and cycle lanes are excluded;
- in a road right-of-way a structure must not reduce traffic safety;
- putting one up without a notice is prohibited;
- once the term expires the structure is dismantled within thirty calendar days.
