A shop sign is not advertising here: "objects for the placement of information" run through a separate city approval track (government decree No. 1002 of 20 September 2012), so they are not in an outdoor advertising catalogue. Free-standing structures stand under the city Placement Scheme, which covers land plots of any ownership as well as buildings owned by the city.
Digital surfaces: 2,337 of 21,853. A screen runs in rotation, but the creative and the schedule can change mid-campaign, which suits a campaign tied to an event or a date. A printed board holds the site alone for the whole term, and we review its artwork before it goes to print.
Sites are the first limit: every position for a free-standing structure is fixed by the city Placement Scheme (government decree No. 266 of 17 April 2014), and the press committee states plainly that all of them have been auctioned. Nothing from the scheme is on open sale, so a list is built from structures already standing under contract.
The second layer is heritage: the protection zones around cultural heritage sites are set by a city law now in its February 2025 wording, and the historic centre has been on the UNESCO World Heritage list since 1990. Both layers are the city's own — Saint Petersburg is a federal subject, so its government writes the rules.
It is taken down and its owner is fined: since March 2025 the press committee itself hears cases under article 14.37 of the Russian administrative code — installing or operating an advertising structure without a permit — and the fine on a company runs from 500,000 to 1,000,000 roubles.
Dismantling happens in bulk: the city removes unauthorised advertising structures by the thousand each year, and among shop signs it identified 18,818 unlawful objects in 2025 and took down 18,440. Which is why the permit is the first thing asked about an address here.
The low season here has an official name and official dates — October through April: that is the window the city tourism committee subsidises congress and exhibition events for, to lift business activity. Business traffic is growing: 760 such events in 2025 against 343 in 2017, across 242 venues suitable for them.
Traffic has a season of its own: navigation on the Neva runs from 10 April to 30 November, and through those months the bridges open at night. Of the 18 opening bridges the city bridge authority maintains, 12 are raised regularly, and up to 50 vessels pass beneath them in a night.
